    IN Kentucky the artists in residence not only demonstrate-which is
    invaluable- but also teach kids all day long. I taught 32 units in 4 days
    each week last year. Doing all core content-doing what an art teacher does
    90% of the time. (Demonstration the other)
    I don't know about California, but in Kentucky there are no full time
    teachers on the elementary level. Kids get a traveling teacher that works 4
    schools a week. SO the AIR program supplements this ineffectual practice by
    providing consistent instruction for the kids.
    The Federal funds support the lack of local financial support for the
    arts-which is <I believe, on the goals of the program.
